Allahabad High Court, comparing the menace took the Suo-moto cognizance for controlling noise pollution generated through the modified silencers in the new-era two-wheelers, especially on ‘Bullet’ bikes.
The vacation bench headed by Justice Abdul Moin observed that “The problem of noise pollution is like the hydra where anyone who attempted to behead the Hydra found that as soon as one head was cut off, two more heads would emerge from the fresh wound, so much so that the destruction of the Hydra became one of the 12 Labours of Hercules.”
Making a serious note on the issue of noise pollution by modified motorbikes, the Court also referred to the PIL where the State Government was directed for controlling the blatant misuse of loudspeakers causing noise pollution.

The bench noted that noise pollution causes immense discomfort for the people and stated that “The noise pollution is caused by the modified mufflers on the silencers of two-wheelers particularly Bullets and other new era two-wheelers which are speeding on the streets of the State capital.”
The Court in its order, referred to the provision of Section 190(2) of the Motor Vehicles Act, 1988, stating that modifying the silencer of any driving vehicle is a punishable act.
The Court also paced a mandate at the State Government to take strict measures for abatement of noise pollution from vehicular movements refereeing to the Noise Pollution (Regulation and Control) Rules, 2000.
