Andhra Pradesh State Government seeks extension from 6 months to 60 months from High Court to complete the Amravati Capital City Project.
The State Chief Secretary Sameer Sharma files an affidavit in High Court against the order passed by it on March 3, 2022
In this Judgment Court directed to complete the Capital City project within six months and also to Reconstitute farmer’s land with all the facilities such as drainage, drinking water, electricity within three months.
In the affidavit it is stated that it is impossible for state and AP Capital Region Development Authority (created in 2015 to construct the capital city at Amaravati) to complete the developmental work in six months.
Alternatively, the affidavit said, the High Court could extend the time limit to five years.
“It is impossible for the state and the APCRDA to complete the entire capital city project and development of the capital region within the time frame indicated in the High Court order due to limited financial resources and constraints, besides the priorities of the government for welfare and developmental activities,” Sharma said
There are many financial hindrances as the estimation of contract is of 42,231 crore rupees and for that they had expected to take loan from multilateral financial institutions.
Some of these Loan Contracts started and some not.
“The Revival of these contracts would also entail resumption of negotiations with the financial institutions and also possible Central government grants for the same, the conclusion of which is a time-consuming process,” he said.
State Government had discussions with financial institutions and they had also submitted the report to restart the developmental work and they had asked detailed report on this from APCRDA.
The work on Residential Towers of All India Service Officers and of MLA and MLC quarters have restarted and of other employees will soon restart.
Government had Amravati master plan to be implemented phase wise.
APCRDA has been provided the grantee by the government to rise up to 3,000 crore rupees for this masterplan and now such period is also needed to be extended.
