A Gurugram- and Nuh-based lawyer, Mohammad Rizwan Khan, has been arrested in Haryana’s Nuh district on charges of spying for Pakistan’s Inter-Services Intelligence (ISI), becoming the third person held for alleged espionage in the Mewat region this year.

Rizwan, a 24-year-old advocate from Kharkhadi village in Tauru, was taken into custody following inputs from central intelligence agencies. Police claim to have recovered significant digital evidence—including WhatsApp chats, call records, and contact lists—indicating sustained communication with suspected Pakistani handlers. Investigators further allege that Rizwan was involved not only in espionage but also in routing crores of rupees into India through hawala networks to finance terrorism and narcotics trafficking.

The arrest has heightened security concerns in the already sensitive border-adjacent belt. Rizwan’s family, however, denies the allegations, asserting that his communication with Pakistan was limited to routine family interactions.

Rizwan was initially detained near Pipaka village while returning from Gurugram and was formally arrested after a case was registered at the Tauru Sadar police station. According to police officials, he had been in online contact with individuals in Pakistan since 2023, using multiple mobile phones and coded aliases such as “Ashan Don” and “G.”

Investigators also uncovered suspicious financial trails amounting to several crores of rupees flowing into Rizwan’s Punjab National Bank account in Tawadu, Haryana. Authorities suspect these funds were channelled through hawala operations linked to ISI operatives and later diverted to support illegal activities including terrorism, espionage, and drug smuggling.

Another lawyer associated with Rizwan has reportedly been detained for questioning. Police have begun freezing bank accounts and conducting raids as part of their wider effort to dismantle what they believe is a local espionage module.

Espionage Pattern in the Mewat Region

Rizwan’s arrest comes on the heels of two similar cases in the Mewat region earlier this year. In May, Mohammad Tarif was arrested for allegedly sharing confidential military information and procuring SIM cards for Pakistani intelligence, while another individual, Arman, was detained for maintaining contact with more than 70 Pakistan-based numbers.

The district’s proximity to the India-Pakistan border, combined with its socio-economic vulnerabilities, has made it a point of heightened scrutiny for intelligence agencies. Officials fear that a coordinated ISI-backed network may be exploiting local contacts to compromise national security.

Although the Nuh Superintendent of Police has yet to issue an official statement, the successive arrests have unsettled local residents and drawn national attention to the region’s security landscape.
