The Andhra Pradesh High Court on Friday quashed the Government Order (GO) 28 and 64 issued by the Andhra Pradesh Government.

The Court directed the Government to credit fee reimbursements under the Jagananna Vidya Deevena Scheme and Post-matric scholarships to the respective colleges instead of the accounts of the mothers of beneficiaries.

Justice K Vijaya Lakshmi, while deciding on petitions challenging the GO, struck down all clauses in GO 64, which stated that the Government can not be held liable if the beneficiary’s mother does not pay the fee reimbursement amount to the college.

The Court stated, Fee reimbursements and post-matric scholarships have already been deposited into the accounts of the beneficiaries’ mothers. If the amount is not paid to the college, the college administration will have to collect it from the students.

Petitioners’ counsel M Vijayakumar informed, As a majority of the mothers of beneficiaries in rural areas are illiterate, they are using the money for other purposes without paying the fee to respective colleges.”

The Court observed, “At the time of college admissions, 40% of students had not paid their fees. According to the GOs, colleges can not force them to pay fees, and the Government can not be held liable if their mothers fail to do so.”

Accordingly, the High Court quashed the GO 28 and 64 issued by the Andhra Pradesh Government.
