The Central Administrative Tribunal (CAT), Principal Bench, has directed the Delhi Police to file a reply within four weeks in a matter concerning the long-pending implementation of cadre merger and Delhi Police personals promotion orders issued by the Ministry of Home Affairs (MHA), Government of India.

The case has been filed by Delhi Police personnel, represented by Advocate (Dr) Anup K. Tiwari, Senior Partner, Venexa Legal. In a compelling argument before the Tribunal, Advocate Tiwari appeared on behalf of the applicants and notably argued against the Delhi Police administration for failing to implement the MHA’s cadre merger directives issued vide letters No. F.No.14011/30/2008-UTP dated 19.10.2011, January 2013, and 22.05.2013. These communications had clearly mandated the merger of the Ambulance Cadre into the Executive Cadre of the Delhi Police.

The Original Application (O.A. No. 2175/2025) challenges the rejection of the applicants’ request for promotion and appropriate designation as ‘Inspector Special Rank,’ as per the said merger directive.

After hearing the counsel, the Tribunal admitted the delay condonation application (M.A. No. 2469/2025) and issued notice to the respondents, granting four weeks’ time for filing a reply. The matter has been posted for further proceedings on August 18, 2025, before the Registrar’s Court for completion of pleadings.

The order has revived hopes for several Delhi Police personnel awaiting their rightful promotion and designation under the long-ignored cadre restructuring.
