The Delhi High Court on Tuesday directed the Delhi Government to seek instructions on Navneet Kalra’s appeals against the order cum show cause notice suspending his restaurants’ registration certificates, Khan Chacha and Townhall.
The standing counsel of Delhi, Advocate Santosh Kumar Tripathi has appealed to the High Court an order cum show cause notice issued by the Joint Commissioner suspending the restaurants’ registration certificates.
During the hearing, Singh argued that the order cum show cause notice shows that the only basis for the suspension is because an FIR was filed against Kalra and that the terms and conditions of the registration certificate were violated.
He argued, “The impugned order is totally ultra vires and passed without Jurisdiciton.”

Section 141 of the Delhi Police Act was cited, which states “Any licence or written permission granted under the Act may be suspended or revoked by the competent authority at any time if any of its conditions or restrictions are violated or evaded by the person to whom it was granted, or if such person is convicted of any offence relating to any matter to which to which such licence or permission relates.”
The Court granted time for seeking instructions while posting the matter for further hearing next week.
Navneet Kalra arrested in connection with Oxygen Concentrators Hoarding case, was granted bail by the Delhi Court in May. The Court had granted bail to Kalra subject to furnishing of a personal bond of two sureties each of Rs. 1 lakh.
Furthermore, the Court has also imposed additional conditions on Kalra not to contact the customers to whom he had sold the concentrators, not to tamper with evidence or influence the witnesses and that he will join the investigation whenever required.
