Chairman of Rajya Sabha, Venkaiah Naidu appealed to the Members of Rajya Sabha for Constructive Debates.

Vice President M Venkaiah Naidu, Chairman of Rajya Sabha, urged to the Members of Rajya Sabha to debate on the topics by keeping in mind the welfare of the people to make the Debates Constructive.

He also extended his wishes on Rajya Sabha Day and stated about the role played by Rajya Sabha in strengthening Parliamentary Democracy.

“Greetings on Rajya Sabha Day! Ever since its inception, Rajya Sabha has played a Crucial Role in strengthening Parliamentary Democracy,” quoted Mr. Naidu.

“I would like to appeal to the Members of Rajya Sabha to engage in informed and Constructive Debates by keeping the welfare of the people in mind,” he said.

The ‘Council of States’ also called Rajya Sabha, a nomenclature was announced by the Chair in the House on 23rd August, 1954. Its Origin can be traced to the Montague-Chelmsford Report of 1918.

The Government of India Act, 1919 provided for the creation of Council of States as a Second Chamber. It was decided to have a Bicameral Legislature for Independent India mainly because a Federal System was considered as the most appropriate for such Country with huge diversity.

The representatives of Rajya Sabha are elected by the method of indirect Elections. Article 80 of the Indian Constitution lays down the maximum strength of Rajya Sabha as 250, out of which 12 members are nominated by the President, 238 are representative of the States and of the Two Union Territories.

It is a Permanent Chamber with people of different ideologies that help bringing the best Laws for people.
