Manipur High Court Instructs State to Lift Mobile Internet Ban in Unaffected Areas

The Manipur High Court has issued a directive to the State of Manipur to initiate a trial run of mobile towers in district headquarters not impacted by violence.

The Division Bench, comprising Chief Justice Siddharth Mridul and Justice Golmei Gaiphulshillu Kabui, further instructed the State to consider extending mobile services to additional areas, provided that the law and order situation remains conducive.

This move follows an order issued by the Commissioner (Home) of the Manipur government, which extended the ban on mobile internet in the state until November 8. The government’s order also mentioned the intention to introduce mobile towers on a trial basis in district headquarters unaffected by violence.

During the court proceedings, Special State counsel M Rarry for the Manipur government presented a copy of the government’s order to the Court. Subsequently, the Court issued the directive, emphasizing that mobile towers should be operationalized in district headquarters unaffected by violence for the trial run.

The Court further clarified that in districts partially affected by violence, mobile towers should be activated immediately in areas where there has been no impact.

Additionally, the Court directed the government to publish copies of all orders related to the suspension of internet services in Manipur on its official website.

The compliance with these directives will be reviewed in a subsequent hearing scheduled for November 9.
